The electrical test and tag legislation in NSW has recently changed. On Friday, April 28, 2006 Workcover NSW publishes the Health and Safety at Work Amendment (Electrical Engineering) Regulation 2006, amends the previous legislation in matters of health and Safety Regulation 2,001th This amendment of the regulation outlines now working environments where testing and marking of electrical equipment is required.
Article 64 (2) (A2) 1 "all electrical items used in construction work are regularly inspected and tested by a competent person to ensure that they are safe for use if the articles have a power socket outlet"
Article 64 (2) (A3) 1 "all electrical items, the supply of electricity by an electrical outlet socket that are at a place of work where the safe operation of the electrical article could be affected by a hostile environment, are routinely monitored and tested by a competent person to ensure that they are safe for use "
Article 64 (3) 1 'In this clause, hostile environment is an environment, a place to work where an electrical article is in its normal use, under conditions which are likely to result in damage to the article, and for example, is also an environment who:
(a) mechanical damage to the article, or
(b), the Rule against moisture, heat, vibration, dust or corrosive substances which are likely to damage the article. "
Many people interpret this as all the plug-in electrical equipment must be checked, tested and tagged. This is not the case, some plug-in electrical equipment as a low risk and do not need such a rigorous test procedure. An assessment must be undertaken to the electrical equipment that are not in a hostile work environment. Once the risk assessment is carried out a series of measures to ensure the safe operation of electrical devices can be used. The publication, entitled Workcover NSW Electrical Equipment Risk Assessment is the procedure for conducting a risk assessment.
All electrical equipment in hostile environments must be tested and tagged by a competent person. The competent person is someone who has the knowledge and ability to carry out the task. This knowledge can be through training, qualifications or experience. All investigations must be in accordance with the provisions of the Australian and New Zealand Standard AS / NZ 3760: 2003rd All equipment will not be repaired, replaced or permanently removed.
Article 65 (1) 1 "The employer must ensure that a record and hold all checks and inspections and maintenance carried out on electrical articles and electrical installations under this part." The persons who performed the test, the date on which the test was preformed, the date of the next test and the result of the examination must be recorded.
It is also up to the employer as the person authorizing the work to ensure that the testing and tagging program is sufficient for the needs of the workplace.
Construction Electrical Test Equipment
Because of the dangerousness of the work regularly test and marking of electrical equipment must be in accordance with the requirements of the NSW Work Cover Code of Conduct - Electrical practices for construction
14/12 Rule "Make sure that all flexible extension leads, portable electrical tools and equipment used at a voltage of 32 volts (extra low voltage) controlled, tested and marked in accordance with Article 14.7 and 14.8 by an approved electrician at regular monthly intervals or at regular 3 months for the unit Wohnhaus pages. Records of the inspections and tests in a book will be on site or sent to the owner of the premises. "
All electrical devices, including those kept in sheds and site offices must be tested and tagged in accordance with the Code of Practice - Electrical practices for construction and a durable and non-metallic date of need. A tag must be different color for each month as follows:
January - Red
February - Blue
March - Orange
April - Green
May - White
June - Yellow
July - Blue
August - Green
September - Red
October - Yellow
November - Orange
December - White
The date is the date of inspection, the inspection system or the number of items checked, the name of the testing companies.
Advice to employees
All work should be carried out risk assessment, to the electrical equipment. And if it turns out that the electrical equipment is in a hostile environment, they will be tested and marked in accordance with AS / NZ 3760: 2003rd If this is not the case in your workplace, you as an employee, your employer and should require that as soon as possible. If it does not happen, then the employer is in breach of his obligations under Article 641st
